I have tried a couple of reinstalls and this is happening everytime, a different install of Windows 8 RTM boots into the Metro start screen as normal, so this seems to be a strange problem.
Check out ClassicShell here: http://www.classicshell.net/. It brings back the Start Button and a bunch of other stuff, and allows you to boot directly into the desktop.
