The only reason I know of that it cannot be activated in a P2V scenario is that it's an OEM version which if that is what you have then I already told you that an OEM version is not transferable in any way shape or form from the original system its installed on and lives and dies on that system by its EULA.  So it certainly sounds like it an OEM and if you want to run Windows in a Virtual Machine then you'll just have to purchase a legitimate copy of Windows and install it!

I already thought about re-installing Windows, but I want to transfer all data and programs over the new re-installation. But I basicly did this to save my sister's files from her old computer that breaked a few months ago. I thought it would be nice if she could use directly her computer in a VM. I'm not really sure about re-installing Windows.

 

You say "I already thought about re-installing Windows" and since you haven't actually installed Windows in this particular scenario there is nothing to reinstall only install anew, then install any apps needed and copy any User Data to the newly created Virtual Machine containing the freshly installed Windows OS and applications.
